Why did citrus get funding but not palms?

I was informed today that there are no grants available for growers to destroy infected palms trees. Citrus is getting help for citrus greening but nothing for ornamental palms... Sure there is crop insurance but the problem is much much more than just a loss of inventory and money, sick trees will continue to infect healthy trees unless something is done soon. Yes citrus is an agricultural crop but this disease will threaten more than just landscaping.
